Hey im back for the first time since 2013/2014. I'm no longer a kid haha also the game has changed a LOT. not so much in updates but in terms of economy, rider ages, amount of trained riders, etc.
Anyway, I decided to train this guy despite not having the best potential but he is super young. thought he could be an okay climber but he maxed at minimum level in Cl (80) & DH (50) so then I took the route of making him a great teammate, tour rider, and all-arounder. Was hoping to train a little more but I'm gonna try out this race training thing

I am a little disappointed in the experience system. I thought having a rider from so young would help gain his experience but it seems it won't really result in him being any better than riders trained at 23/24. I just didn't understand the system really when I started training him.

Welcome back. There's an U23 Tour, he can have multiple shots at it ;)
If he has left any training capacity in any of the trained skills, I'd train those, otherwise training TT seema like a nice option. This rider looks more as a tour rider than anything, and for those race training before maxing is counterproductive, so that would be my advice (he can't really be a climber with those stats)

Big advantage you have is his age. The more he is races the more race training pts he can earn (and exp obviously). Just remember when you hour record him for TT pts his race pts slow down significantly.

his XP might even be a tad low at the moment, according to chili bot. But there used to be a young riders bug and XP has also been capped per age. But should give you an advantage later on anyway. And you can use him for more years in U23.
